Stephen O. Flanagan
On May 16, 1903,
a known robber and swindler named Spencer had been in the neighborhood
of West 14th for several days, and had been annoying the women and
children in the area. Spencer had been staying with the J. Cox family,
but when he was asked to leave, he refused. Officer Flanagan was
investigating the complaints when he noticed Spencer standing in
front of the Cox residence. Spencer went inside the building, and
Officer Flanagan followed him. As Flanagan entered, with the intention
of placing Spencer under arrest, he was shot. The two men then fired
at each other (inside the house), until both were fatally wounded.
Officer Flanagan was born August 6, 1863, and joined the police
department June 13, 1900.

Joseph P. Keenan
On June 2, 1903,
while attempting to take to take two people to safe ground during
high waters, Officer Keenan's boat capsized and he was swept away
in the flood waters. The two men Officer Keenan was attempting to
rescue were able to make it to shore.

Alexander R. McKinney
On January
23, 1903, Officer McKinney was shot by Sylvester Swank in the
lobby of Police Headquarters. Officer McKinney died on January
24, 1903.

Frank C. McGinnis
On September
20, 1904, Officer McGinnis and Officer Jack Gallagher attempted
to arrest John Harbin, a local petty criminal, after spotting him
standing next to an ice cream wagon. As the officers approached,
Harbin shot at Officer McGinnis, hitting him several times. Officer
Gallagher shot Harbin once and hit him with his club when Harbin
continued to resist after being shot. Officer McGinnis died at the
scene. Harbin also died from his injuries.

William P. Mulvihill
On March
22, 1905, while working in plainclothes in order to catch a
thief who was preying on drunks and the like, Officer Mulvihill
was involved in an altercation with a suspect who had just attempted
to rob Mulvihill's partner, who was also in plainclothes. During
the altercation, Officer Mulvihill's revolver discharged, mortally
wounding him. The suspect was found hiding in an alley a short time
later and was charged with Officer Mulvihill's death. The suspect
was an actor with a company playing at the local theater.
