David J. Inlow

Born: December 5, 1942

In the early morning hours of May 25, 1980, Officer Inlow was patroling his area when he noticed some unusual activity at an all-night service station at 3737 East 31st Street. Upon closer examination, he realized that there was a robbery in progress and attempted to stop it. In the next few minutes, he was involved in a fierce gun battle, during which he received mortal wounds but was still able to return fire.

Phillip A. Miller

Born: July 3, 1956

On December 12, 1983 Officer Miller was dispatched with another officer to a reported intrusion alarm at the Westport High School, 39th and Oak. Upon his arrival, he spotted a burglar leaving the area and gave chase before his backup could arrive. After a brief footchase, the officer apparently became involved in a fight with the suspect, at which time he was disarmed and shot with his own service revolver. The suspect escaped but was apprehended a short time later. Approximately one year later, the officer's gun was recovered, and the suspect charged. Officer Miller died of his wounds on December 13, 1983.

Robert M. Watts

Born: October 2, 1948

On November 15, 1990 at approximately 11:00 a.m., three Kansas City Missouri Police Officers were called to assist the fire department to evacuate a burning and occupied apartment building. Sergeant Watts heard the call and volunteered to help.

While riding his police motorcycle, red lights flashing and siren activated, he collided with a car, on 9 Highway and Briarcliff. Prosecutors say the driver was attempting to make a U-turn on the highway, and a grand jury indicted the man on a charge of involuntary manslaughter.

Sergeant Bob Watts did not have to respond to the emergency call, but did anyway. During his 19 years on the department he had received 43 letters of commendation.

Stephen Allen Faulkner

Born: February 21, 1957

On Tuesday, December 1, 1992 at 8:51 p.m. Police Officer Stephen Faulkner who was serving as a Spotter and Sergeant Jack Shepley, Pilot, had been in the air for about 20 minutes when they were dispatched to assist other officers who were involved in a foot chase with suspects. On their way to the call, Officer Faulkner radioed an emergency to the dispatcher that they were going down near 23rd and Topping. That was the last radio contact made with the officers. The dispatcher sent emergency equipment to the location, but unfortunately the helicopter was in flames and the two officers were killed in the crash.
