A meeting of the Board of Police Commissioners of Kansas City, Missouri was held on Tuesday, April 20, 2021, at KCPD Headquarters, Community Room, 1125 Locust, Kansas City.

PRESENT:

Commissioner Don Wagner, President

Commissioner Mark Tolbert, Vice President

Commissioner Cathy Dean, Treasurer

Commissioner Nathan Garrett, Member

            Mr. David V. Kenner, Secretary/Attorney

Richard C. Smith, Chief of Police

ABSENT:

Mayor Quinton Lucas, Member

 

This meeting was called to order at 1:04 p.m. by Commissioner Wagner.  Everyone in attendance did so via telephone conference.  Mayor Lucas had an excused absence.

  1. Budget Transfers for Fiscal Year 2021-21. Deputy Chief Karen True presented a memorandum dated April 17, 2021, recommending approval of budget transfers.  This transfer will affect the General Fund, Public Safety Sales Tax Fund, Police Drug Enforcement Fund, Police Grants Fund, Local Law Enforcement Grant Fund, Clay County Covid19 Fund, and the Jackson County Drug Tax Fund. 

            A motion was made by Commissioner Garrett, with a second by Commissioner Dean, to approve the budget transfers as presented.  The vote was 4-0 in favor.

  1. Adjustments to Special Revenue Accounts for Fiscal Year 2020-21. Deputy Chief Karen True presented a memorandum dated April 17, 2021, recommending the transfers of appropriations for the closing of Fiscal Year 2020-21.  These transfers within the Special Services Fund will prevent appropriations from going deficit and establish appropriations for community support to properly reflect expenditures in this fiscal year.

            A motion was made by Commissioner Garrett, with a second by Commissioner Dean, to approve the adjustments to special revenue accounts as presented.  The vote was 4-0 in favor.

A motion was made by Commissioner Dean, with a second by Commissioner Tolbert, to adjourn the open meeting.  The vote was 4-0 in favor.

                The meeting was adjourned at 1:10 p.m.
