BOARD OF POLICE COMMISSIONERS SPECIAL MEETING
TUESDAY, APRIL 25, 2017

 

A meeting of the Board of Police Commissioners of Kansas City, Missouri was held on Tuesday, April 25, 2017, at KCPD Headquarters, Community Room, 1125 Locust, Kansas City.

Commissioner Leland M. Shurin, President
Commissioner Alvin L. Brooks, Vice President
Commissioner Angela Wasson-Hunt, Treasurer
Mayor Sylvester “Sly” James, Jr., Member
Mr. David V. Kenner, Secretary/Attorney
David Zimmerman, Acting Chief of Police
Major Mark Francisco, Fiscal Division
Captain Derek McCollum, Financial Services
Manager Kristine Reiter, Budget Unit
Virginia Murray, General Counsel

ABSENT:
Commissioner Michael C. Rader, Member

This meeting was called to order at 9:04 a.m. by Commissioner Shurin. Everyone in attendance did so via telephone conference. Commissioner Rader had an excused absence.

  1. Supplemental Appropriations and Transfers for Fiscal Year 2016-17.
    Major Mark Francisco presented a memorandum dated April 24, 2017, to approve the final supplemental appropriations and budget transfers for the close of budget year 2016-17. The transfers of appropriations will effect the General Fund, Public Safety Sales Tax Fund, Police Grants Fund, Special Services Special Revenue Fund, Federal Seizure and Forfeiture Fund, and Grants Special Revenue Fund.

A motion was made by Commissioner Brooks, with a second by Commissioner Wasson-Hunt, to approve the year-end supplemental appropriations and budget transfers for Fiscal Year 2016-17 as presented. The vote was 4-0 in favor. Following polling, Commissioner Shurin voted aye, Commissioner Brooks voted aye, Commissioner Wasson-Hunt voted aye, and Mayor James voted aye.

A motion was made by Mayor James, with a second by Commissioner Wasson-Hunt, to adjourn its open meeting at 9:06 a.m. and reconvene in special closed session to discuss personnel matters. The vote was 4-0 in favor. Following polling, Commissioner Shurin voted aye, Commissioner Brooks voted aye, Commissioner Wasson-Hunt voted aye, and Mayor James voted aye.
